Functional analysis of the road safety system in Azerbaijan
On October 24-27, the second mission under Activity 1.2.1 within the framework of the twinning project “Increasing Road Safety in Azerbaijan” took place and it was focused on a functional analysis of transport sector institutions responsible for road safety. The project is being implemented by the Center for EU Transport Projects (CEUTP) and the Lithuanian Transport Safety Administration (LTSA) in cooperation with Azerbaijani Ministry of Digital Development and Transport (MDDT). The event was a follow-up to the first mission, which took place in May this year.
Experts representing CEUTP and LTSA visited a number of institutions in Azerbaijan, such as MDDT, the Ministry of Emergency Situations and the Land Transport Agency under MDDT, to share their know-how. During the meetings, the experts discussed the roles and missions of the above key institutions in the road safety system in Azerbaijan. This allowed them to identify areas for improvement. In the following days, the mission continued to analyse the functioning of the road safety management system at the institutional level in the country.
Experts held a number of meetings during which they focused on better understanding the roles and implications of each institution in this area. The results of the meetings held during the mission were presented to representatives of Azerbaijani institutions responsible for transportation security systems, who had the opportunity to correct any inaccuracies and identify areas for improvement.
The mission also included meetings with representatives of the:
- Ministry of Agriculture,
- Ministry of Health,
- Administration of Regional Medical Branches,
- State Agency for Vocational Training under the Ministry of Science and Education,
- Azerbaijan State Agency for Roads.
Experts also visited the Interior Ministry’s Main State Traffic Department.
This comprehensive analysis of the functioning of the road safety system in Azerbaijan is an important step toward improving safety on the country’s roads. Thanks to the cooperation of international experts and Azerbaijani institutions, significant changes can be expected to reduce the number of road accidents.
