A study visit by an Azerbaijani delegation
A study visit by an Azerbaijani delegation took place on 3-7 April as part of a twinning project ‘Enhancing road safety in Azerbaijan’ led by CEUTP.
The project, funded by the European Union, is expected to strengthen the competence of the Ministry of Digital Development and Transport of the Republic of Azerbaijan and other relevant stakeholders in the application of good safety system management practices in compliance with EU standards and best practices. This know-how will be transferred through 38 missions by 57 Experts from Poland and Lithuania.
The project focuses on providing Azerbaijani administration with support in developing a road safety management system based on the 4 EU safety pillars: safe roads, safe vehicles, safe infrastructure and post-accident response in 5 areas of intervention: legislation, implementation, education, technology and international regulatory support.
We had the pleasure of hosting representatives of Azerbaijani institutions such as the Police (Traffic Department), the Ministry of Digital Development and Transport as well as the Ministry of Interior.
During their stay in Warsaw, our partners had the opportunity to meet experts from the Centre for Automatic Road Traffic Supervision (CANARD), the Warsaw Metropolitan Police Headquarters, the Tunnel Management Centre of the General Directorate of National Roads and Motorways, CEUTP and the Ministry of Funds and Regional Policy. They also took part in demonstrations organised by the Main School of Fire Service as part of the CEUTP Transport Research Observatory seminar. On the same day, the Azerbaijani delegation met with the Azerbaijani Ambassador to Poland, Ms Nargiz Gurbanova the university’s rector, Chief Superintendent Mariusz Feltynowski, and MSFS representatives: rector commandant, professor of the Main School of Fire Service Mariusz Feltynowski and senior foreman vice-rector Zdzisław Salamonowicz on possible future cooperation.
Warsaw wasn’t the only city our guests had the opportunity to visit. They also had a meeting with representatives of the TRISTAR Traffic Management and Control Centre in Gdynia.
The main purpose of the study visit was to introduce representatives of the Azerbaijani administration to Polish methods and good practices in increasing road safety. Azerbaijani experts actively participated in all meetings and had a chance topresent their achievements in this area.
All meetings shall contribute to closer cooperation within the framework of the project, but what is even more important the know-how transferred from Poland might contribute to increasing road safety in Azerbaijan.
The twinning project “Increasing road safety in Azerbaijan” is funded by the European Union.

On June 20, 2024, an online meeting of the Citizen Participation community took place, featuring representatives from CEUTP and dozens of experts from across Europe. Since May 2024, PwC has been coordinating this initiative.
